Secure Transport

Secure transport services must be licensed to operate in Colorado. Let’s make that process easy with support from the Adams County Health Department.

Do You Need To Permit Your Vehicle?

Under HB21-1085, Standards for Secure Transportation Services, Adams County requires secure transportation services to be licensed by the Adams County Board of Commissioners. Licensed companies may provide urgent transportation for people experiencing a behavioral health crisis to a hospital, mental health treatment facility, approved alcohol and substance use treatment center, or walk-in crisis center.

Licensing and permitting are also now available for vehicles used to securely transport patients for medical purposes.

The licensing process includes two portions: a License Application for the company and a Permit Application for the vehicle(s). Original notarized documents must be submitted together as a packet to ensure prompt processing.

Applying for Your Secure Transport License

Step 1

Please review the Secure Transport Checklist to assist you with all necessary requirements. When sending your completed documentation, please ensure all requirements are met.

Step 2

Complete the Secure Transport Licensing Application. This concerns the company or corporation providing the Secure Transport. Fill out the form in its entirety and ensure a notary signs where applicable. There is a $400 fee for each new license application. The license is valid for three years and must be renewed at the end of its term for a $300 renewal fee. An original, notarized form must be submitted to the Adams County Health Department for processing. You must apply in the county in which your business address is located.

Step 3

Complete the Secure Transport Permit Application. This must be submitted for each vehicle used in the Secure Transport service. A $125 fee for each vehicle inspection must be submitted with the Permit Application. Vehicle inspections must be completed on an annual basis.

Once documentation has been submitted and reviewed, you will be contacted to schedule an in-person inspection. If a vehicle fails an inspection, it must be re-inspected at a cost of $125 per failed inspection.

Please be advised that this process may take 60 days or longer from the time your application is submitted to the time you obtain your license and permit.

Frequently Asked Questions

Adams County has an intergovernmental agreement with Jefferson, Boulder, the City and County of Broomfield, Elbert, Douglas, and Arapahoe Counties. This allows the secure transport operator’s license and permit to reciprocate in all these counties, including Adams County. Please read the intergovernmental agreement for full uses and restrictions.

  • New License Application fee: $400
  • Renewal License Application fee: $300 (License is renewed every three years)
  • Secure Transport Vehicle fee for inspection, re-inspection, failed inspection, and renewal inspection: $125 per vehicle, to be renewed every 12 months
